Chief Matt DeCesari

Chief Matthew DeCesari enters his 21st year of Law Enforcement, all with Franklin Township. He joined the department in May of 2004 as a Class II Special Officer and became full time on October 1, 2004. In 2011 he was promoted to detective and the rank of Sergeant in 2013. In 2016 he was promoted to Lieutenant and led the Detective Division. He was promoted to Deputy Chief of Police in 2022 and to his current position as Chief in July of 2023. Chief DeCesari alsoserves as the Township’s Coordinator of Emergency Management.

Born and raised in Franklin Township, Chief DeCesari is a 1998 graduate of Delsea Regional High School. He earned a degree in Marketing and Management from York College of Pennsylvania. He resides in Franklin Township with his family. In his spare time he coaches his son’s baseball teams, serves as an active member of the Franklin Township Little League Board and is the current Secretary of the Gloucester County Chiefs of Police Association.

Captain Jeff McGuigan

Captain Jeffrey McGuigan is a 21-year veteran of the department, hired in April of 2004. Before his promotion to Captain, he served as an officer in the Patrol Division, Detective, Sergeant within the Patrol Division, and Lieutenant of the Professional Standards Unit. Captain McGuigan is the senior executive officer in charge of daily operations of the police department, and oversees the Professional Standards Unit, which investigates all reports of officer misconduct.

Captain McGuigan is a 1998 graduate of Washington Township High School and a 2002 graduate of York College of Pennsylvania.

Captain McGuigan graduated from the Camden County Police Academy as an alternate route student in 2002. He resides in Washington Township with his family. In his spare time he enjoys attending Phillies games and spending time with his family.

Lieutenant Anthony Rojas

Lieutenant Anthony Rojas began his career in 2010 with the Deptford Township Police Department as a Class II Special Officer, and was hired full-time by the Franklin Township in September of 2012. Prior to his current role he was an officer in the Patrol Division, then promoted to Patrol Corporal, and later Patrol Sergeant. Lieutenant Rojas oversees the daily operations of the Patrol Division, Firearms Unit, and Training Unit. 

Lieutenant Rojas is a 2006 graduate of Washington Township High School, and a 2010 graduate of Rowan University. He resides in Washington Township with his family. In his spare time, he enjoys hunting and fishing.

Sergeant Andrew Myers Photo

Lieutenant Andrew Myers previously worked in Gibbsboro before being hired by Franklin Township in 2012. He assists with overseeing daily operations of the Patrol Division, and also oversees the Chaplain Program, School Crossing Guards, Radar Training, and serves as the Highway Traffic Coordinator.

Lieutenant Myers is a 2008 graduate of the Gloucester County Police Academy where he graduated as an alternate route recruit. He resides in Franklin Township with his wife. In his spare time, he enjoys coaching youth baseball and spending time with his family.
