NOTICE OF SOLICITATION FOR QUALIFICATIONS FOR MUNICIPAL PROFESSIONALS FOR THE YEAR 2026

Notice is hereby given that the Township of Franklin, in the County of Gloucester seeks to engage firto fill the following positions for the Township for the year 2026. Applicants shall comply with the requirements of P.L. 1975 c.127 and N.J.A.C. 17:27 et seq. The contracts will be awarded through a fair and open process pursuant to the provisions of N.J.S.A. 40A:11-5 et seq., N.J.S.A. 19:44A-20.5 et seq.

(New Jersey Pay to Play Law) and Township Ordinance

O-3-15. The proposal must include the following:

1. A resume which shall set forth information including, but not limited to the following:

a. Full name and business address;

b. A compensation proposal; to include submission of an itemized invoice per month to the Chief Financial Officer;

c. Listing of all post high school education of the applicant;

d. Dates of licensure in the state of NJ and any other State;

e. Listing of any professional affiliations or memberships in any professional societies or organizations, with an indication as to any offices held therein;

f. Number of licensed professionals employed by/affiliated with the business entity which employs the applicant;

g. Listing of all special accreditations held by the individual licensed professional or business entity;

h. Listing of all previous or current public entities served by the business entity or licensed professional, indicating the dates or services and position held.

i. A certificate of professional liability insurance coverage with limits of not less than $1,000,000 per person, per occurrence.

2. Should the applicant be a professional requiring licensure in the State of NJ, submit the number of years of experience in the profession and any other professional experience.

3. “Certificate of Good Standing” of other similar document evidencing that the professional’s license is not presently suspended or revoked.

4. A current NJ Business Registration Certificate.

5. Affidavit/Certification that the applicant is a compliant Equal Employment Opportunity Employer

Notice is hereby given that the Township of Franklin (“Township”), in the County of Gloucester, Franklin Township Landfill as a part of the Post-Closure plan approval requirements mandated by the New Jersey Department of the Environmental Protection (“NJDEP”). The Franklin Township landfill is located at 546 Pennsylvania Avenue, a.k.a. Block 1201, Lot 59, in Franklin Township, Gloucester County,

NJ (“Site”). This cost proposal includes monitoring services for the 2 nd , 3 rd , and 4 th quarter of calendar year 2026.

A Qualified Professional (“QP”), consisting of individual(s) or a firm, shall provide an hourly rate schedule of personnel and services, a certificate of professional liability insurance coverage with limits not less than $1,000,000 per person, per occurrence, a current NJ Business Registration Certificate, and resume(s) confirming expertise and experience with services associated with testing and monitoring of closed landfills, including tasks listed in the following Scope of Services:

Scope of Services:

QP shall provide the following Monitoring Services for the 2 nd , 3 rd , and 4 th quarter of calendar year 2026:

Task 1: Quarterly Perimeter Landfill Monitoring

QP shall conduct quarterly methane gas monitoring at the perimeter of the landfill as required by the NJDEP in June, September, and December. This proposal requires the services for three (3) quarterly monitoring events.

Methane gas shall be monitored in perimeter temporary sampling points at 100-ft interval (every alternate temporary well). Consistent with the previous sampling schedule, QP shall monitor methane gas in every odd numbered temporary well (29 locations) and all partition wells (15 locations).

Previous reports and sampling schedule will be provided to the QP. Percent LEL and hydrogen sulfide gas concentration shall also be monitored at the proposed sampling locations. The monitoring event shall be conducted in the afternoon when atmospheric barometric pressure is falling; and if methane is detected in any of the targeted temporary wells, extent of methane migration away from the landfill shall be delineated including sampling of the adjacent temporary wells on both sides of the impacted well.

Survey results shall be submitted to the NJDEP on a quarterly basis.

A portable gas analyzer shall be used to measure the subsurface concentrations of methane, percent Lower Explosive Limit (LEL) and hydrogen sulfide. QP shall install a quick disconnect sampling port on the gas monitoring wells as needed to avoid short-circuiting of the samples with the ambient air.

The gas meter shall be connected to the quick-disconnect sampling port, and the gas shall be withdrawn by an internal vacuum pump in the gas survey equipment and concentrations of subsurface gases shall be measured and recorded. The concentration of subsurface gases shall be measured at each sample location, and the surface conditions and sampling locations shall be recorded. Accommodations will be made to provide access to off-site properties to monitor six (6) methane gas partition wells known as PW-4A, PW-4B, PW-4C, PW-5A, PW-5B and PW-5C.

QP shall prepare a letter report summarizing the findings and recommendations of the quarterly gas sampling events for submittal to the NJDEP.

Task 2: Quarterly Landfill Cap Inspections

QP shall perform quarterly landfill cap inspections. The inspections shall be conducted by the end of each calendar quarter. The physical condition of following systems shall be visually inspected and photo documented, including:

 Landfill Cap, Slopes, and Vegetation Cover (Erosion, Settlement, Seeps)

 Landfill Run-on and Run-off Controls

 Gas Control System (Methane Monitoring Partition Wells and Vents)

 Groundwater Monitoring Wells

 Site Access and Security (Fence, Gates, Locks, Signs, Roads)

Site inspections shall be performed by QP under the direct supervision of a Professional Engineer licensed in the State of New Jersey. An Inspection and Maintenance Log (Inspection Form) shall be completed for each site inspection visit. The Inspection Form shall note the condition of the landfill systems at the time of the site visit and will identify any items in need of maintenance. This proposal shall include the services for three (3) quarterly monitoring events in 2026. QP shall prepare a letter report summarizing the findings and recommendations of the quarterly cap inspection events for submittal to NJDEP.

Task 3: NJPDES Groundwater Sampling and Monitoring Reports

QP shall conduct quarterly groundwater sampling at four (4) monitoring wells located at the Site in accordance with the Township’s NJPDES permit requirements. The sampling events shall take place in the months of June, September, and December. It is anticipated that at least four (4) groundwater samples shall be collected. All the samples shall be collected, and all equipment shall be decontaminated in accordance with the NJDEP Field Sampling Procedures Manual (August 2005 edition, Revised April 2011).

QP shall record field measurements, including depth to water table, geochemical parameters, and any physical observations such as odor and color. The groundwater samples shall be analyzed for ammonia, biochemical oxygen demand, chemical oxygen demand, chloride, color, total coliforms, nitrate, sulfate, total dissolved solids, total organic carbon, copper, iron, lead, sodium, zinc, MBAS, pH, and phenol. In addition, one (1) field blank sample and one (1) trip blank sample shall be collected during each sampling event and submitted for laboratory analysis.

Upon receipt of laboratory analytical results, QP shall evaluate all groundwater sample analytical results for compliance with applicable NJDEP Groundwater Quality Standards. QP shall prepare and submit to NJDEP the required NJPDES reporting forms associated with the three (3) quarterly sampling events in 2026.

Task 4: Quarterly Soil Vapor Extraction (SVE) System Operation and Maintenance

QP shall provide quarterly O&M services at the Franklin Township Landfill SVE system in accordance with the site-specific O&M Manual. Specifically, the following tasks shall be performed:

 The SVE system shall be monitored to confirm and document the SVE system is running properly, providing consistent negative pressure and methane extraction by the system. The sensor and gauge readings associated with the system shall be recorded on an Inspection Form.

The sensor and gauge readings shall be compared to measurements recorded during previous O&M events. If a significant variation in the readings (e.g. flow, vacuum, etc.) is encountered, QP shall provide troubleshooting to identify the cause.

 Data from an Onset Hobo data logger shall be downloaded on a quarterly basis. Data from the data logger shall be evaluated to confirm the SVE system has been running continuously and is providing sufficient negative pressure for methane extraction.

 Where accessible, extraction and lateral suction piping shall be inspected for any problems or damage. The blower unit shall be inspected to confirm and document the unit is running properly. If a substantial amount of liquid in the moisture separator is observed, the system shall be shut down and the tank inspected to determine the amount of water / liquid collected.

 Annual maintenance inspections shall be conducted during one of the quarterly inspection events. In addition to the tasks outlined for the quarterly inspection events, the inspection shall also include the identification and repair of leaks within the piping and inspection of the exhaust discharge pipe, as applicable. Where necessary, minor repairs shall be conducted and noted on the appropriate inspection form. Preventive maintenance shall be conducted as recommended by the manufacturer and for adherence to applicable warranties.

Should unforeseen additional work be required to perform the services noted above in any of the given monitoring periods, pricing shall be negotiated with the Township, utilizing the QP submitted hourly rate and service schedule. No additional work shall be provided without written confirmation from the Township.

One copy of the Proposal must be received by the Municipal Clerk, Barbara Freijomil, no later than 10:00 AM prevailing time on March 2, 2026 at 1571 Delsea Drive, Franklinville, NJ 08322 at which time they will be publicly opened. No RFP’s/RFQ’s will be accepted after the due date and time noted. Each envelope must be clearly marked RFP/RFQ for Professional Services – Fair and Open Process for 2026, including the title of the position for which you are submitting a proposal.
